As highlighted in the most recent annual State of the Union Address given by the President before the European Parliament on September 12th, 2018, the EU budget (Multiannual Financial Framework) is unique, as it is “primarily an investment budget”. For 2021-2027 the EU aspires to boost funding in areas where “the Union can contribute most effectively to the new and reinforced priorities”, such as:
innovation and the digital economy;
training and employment opportunities for young people;
a comprehensive approach to migration and border management;
security and defence;
climate action and environmental protection.
Horizon Europe is among the top four largest budget allocations within the Multiannual Framework, together with the Cohesion Policy, Common Agricultural Policy and External Policy. With increased funding by 20% compared to Horizon 2020, it offers excellent opportunities for boosting research and innovation across diverse thematic pillars.
At the same time, enhanced funding opportunities mean tougher competition during the proposal writing process and improved accountability in project management.

The Commission issued new set of rules in order to boost e-commerce in Europe and allow companies and consumers to do online commerce more easily and confidently across the EU. The new Regulation on cross-border parcel delivery services clarifies that parcel delivery service providers will have to respect national regulators. Starting 3 December 2018, these rules will start applying across the EU.
21 September marks the anniversary of the EU-Canada Comprehensive Economic and Trade Agreement entry into force. According to Commissioner of Trade Cecilia Malmström, “exports are up overall and many sectors have seen impressive increases. This is great news for European businesses, big and small.” From October 2017 to June 2018, exports have increased overall by over 7% across the EU.
2018 State of Union Address has brought a proposal on a new ‘Africa-Europe Alliance for Sustainable Investment and Jobs’. The EC envisages substantial investment boost, trade strengthening, job creation and investment in education and skills via this new proposal. “This Alliance, as we envision it, would help create up to 10 million jobs in Africa in the next 5 years alone”, according to President Juncker.
