Financing of framework programme projects through budgeting of estimated costs and reimbursement for the actually incurred direct cost reported has been the norm since the beginning.
However, reporting these costs can be complicated, which has led to complaints… a lot.
Later, Horizon Europe started using lump sum funding increasingly to simplify the program by removing the need to report actual costs. However, this has led to new complaints about the complexity of budgeting.
Most recently, the EC has come up with the all-new unit-cost reporting, which assumingly merges the benefits of the above ones….or rather the disadvantages?
So, which one is better? Which one is more flexible?
Though obviously, which one to be used is not up to you – as it is set by the EC when publishing the calls -, on our all-new webinar we are trying to find answers to these questions. Each one has its own bottlenecks and advantages, and the real problems arise when one has to use them parallel: internal recording, planning and bookkeeping shall face severe issues when a beneficiary has to handle both rulesets at the same time.
Highlighted topics:
-
Do I need any proof on costs in lump-sum? versus: Can I charge a cost if it incurred but was not budgeted in cost reporting?
-
How to handle timesheet of a staff member if involved in both lump-sum and regular projects?
-
Should the personnel be separated on HE projects funded lump-sum and actual cost?
-
Can I use the all-new unit personnel costs even if your actual cost are lower?
-
Can I cross finance and equipment from lump-sum and cost-reimbursed projects? What kind of internal recording is needed?
-
Internal invoiced costs and services – should I have 2 price lists? One for lump-sum unit costs, another one for real costs?
-
Reporting and payment scenarios, and many-many more…
